Fire safety in kindergartens: non-self-reliant children, sleeping rooms and staff-led evacuation

A kindergarten does not evacuate itself. How a BMI/OAI is set up for childcare — with sleeping rooms, short evacuation times and a drilled protocol as the starting point.

A kindergarten sits in a fire-safety category of its own. Children who cannot evacuate themselves, babies in cots, sleeping rooms that are not continuously staffed — and carers who have to carry out the entire evacuation themselves. "Everybody outside" is not an instruction here; it is a logistics operation.

In this article: how childcare approaches fire safety differently, what the Dutch Bbl requires, and how a BMI/OAI connects to it.

1. Nobody is self-reliant

In almost any other building the assumption is that occupants walk out by themselves after an alarm. In a kindergarten that applies to nobody. Babies are carried or moved in an evacuation cot or pram, toddlers are led by the hand, and the number of available hands equals the number of carers on site.

That makes detection time the single most important design variable. Every minute gained in detection is one more trip a carer can make.

2. What the Bbl requires

Childcare falls under the assembly use. For care of children under four with a sleeping area, the Bbl sets additional requirements: a fire alarm system, as a rule with transmission to the control room, and an evacuation alarm system. The exact monitoring scope follows from the Programme of Requirements per NEN 2535.

In practice this means:

  • Detection per room — group rooms, sleeping rooms, corridors, storage and plant rooms
  • Sleeping rooms weigh heaviest — this is where the critical detection need lies, because there is no continuous supervision
  • Signal transmission — where required, with a watertight procedure so the fire brigade is not turned out on a false alarm
  • Maintenance per NEN 2654 — scheduled outside drop-off and pick-up times

3. Alerting without panic

A shrill tone alarm is counterproductive in a kindergarten: young children freeze, hide or panic — exactly what you do not want during an evacuation. What does work:

Voice-message OAI. A calm, familiar voice with a short, fixed instruction for the staff. Children respond to their carer's voice, not to the system.

Subdued or phased alerting. Alert the staff first (through a pager or a silent alarm in the group rooms) and only then the whole building — provided the evacuation plan supports it.

Sleeping rooms. Here what counts is how quickly the responsible carer is reached, not how loud the alarm is.

4. The evacuation plan is the system

In childcare the installation is supporting; the evacuation plan is the actual system:

  • Who collects which group, and in what order
  • How babies are moved (evacuation cot, evacuation pram)
  • Where the assembly point is, and how the attendance list is used for the head count
  • Who receives parents arriving during an evacuation
  • How often it is drilled — including a drill during nap time

A BMI/OAI that is not aligned with this plan produces an alarm nobody can act on.

5. False alarms cost more than they appear to

Kitchens, drying rooms and craft corners produce steam, vapour and dust. A badly placed or badly chosen detector leads to repeated false alarms — and with them to habituation, disabled zones and a fire brigade turnout. Multi-criteria detectors in the right rooms and a correct zoning in the Programme of Requirements prevent this up front.

6. Fit-outs and group changes

Kindergartens change often: a group is split, a sleeping room is moved, an after-school room is added. Every change affects the monitoring scope and therefore the Programme of Requirements. Without an update you run into findings at the next inspection or inspectorate visit that were easy to avoid.

In closing

Fire safety in a kindergarten is above all a question of time: detect early, alert calmly, and have a drilled team that knows what to do. A sound BMI/OAI design starts from the daily reality of the group and engineers back from there to the installation.
